R47002C on AS400 not working - same file works on developer client

Hi all!  I'm running R47002C locally on a developer client and it successfully processes the flat file into F3460Z1 (ANSI encoded .txt)  But when i put the file in an IFS folder on AS400 and run the UBE on server for the same file, it gives me "Invalid format" error in Work center.  I tried  copies of the file in ANSI, UNICODE and UTF8 format and with different settings in P93081 (CP1252 and UTF8) but no luck.  Is there a trick to this?  Some kind of black magic is surely involved?

Attaching a copy of the UTF8 file just in case..
