Tax exemptions

We want to Tax Exempt the AR tax for certain category of customers from all states in US except one state.  Please suggest how to do this in R12.1.3

Right now we are using the tax exemptions at the bill to party level, but this is exempting from all the states.  But we need to tax all the customers for a particular state.
