Error Encountered during Database Upgrade to 11.2.0.4.0 from 11.1.0.6

Hi,

I am running x64-86 Linux. Redhat 5 compatible.  I am trying to upgrade the instance and the dbua utility issues the following message:

ORA-06550: line 1, column 7

PLS-00201: Identifier 'DBMS_OUTPUT.ENABLE' must be declared

ORA-06550: line1, column 7: PL/SQL Statement ignored.

I don't quite know how to proceed since this appears to be a syntax error but doesn't make sense that it would be.

If anyone can enlighten me, it would be much appreciated.
