Unable to alter user ALR to change password

Hi Experts

In EBS 12.1.3 environment,We were directed to use AFPASSWD because of issues with FNDCPASS

But we encountered error when run AFPASSWD -c APPS -a

new password to test with: test_it1

AFPASSWD -c APPS -a
