Siebel Email Client F9 - To address

Hi Team,

We are using Siebel native F9 functionality, In F9 Send mail window we have a button TO if we clicks this button which is opening a window and showed some list of contacts. We just want to know from where this list of contacts are coming and when we select some contact the respective email address is not stamped in TO address.

Can someone assist on this...
