JDE 9.1 Procurement - P4310 - how to prevent a zero-cost order?

Dear Community,

my client requests that the system throws an error message (or warning message) at header level if the order total amount has a cost = 0.

though the system must allow zero-costed lines (free samples, etc..) even though the total line amount must be costed.

Is there any standard way to perform this ?

NB:

9.1 does not warn the user at line level, an enhancement bug was filed
