Save versus Submit Attachments

Hello,

We are still using APEX 4.1.  I have a question about Attachments.  If the user browses for a file attachment, does a Save, and a Submit, all is good.

If the user browses for a file attachment, and does a Submit without a Save, the file name appears, but it is not a link that opens the file.  It behaves like the user must do a Save before a Submit when attaching a file.

Is this the way it works, and there is nothing to do about it, or did we make a mistake when developing this?
