EBS Patch Impact Analysis is pulling wrong versions from APPL_TOP to compare with the patch versions

We are on R12.2.4. I am trying to perform a patch impact analysis and looks like the analysis tool is pulling up wrong versions from APPL_TOP for comparing with the file version on the patch.

Note that the file version is matching when I run the Diagnostics Apps Check or in the AD tables. The discrepancy comes when I use the patch impact analysis on the Patch Wizard.

Sample file: CurrentTasksFListener.class

Version on Diagnostics Apps Check & AD Tables: 120.4.12020000.2

Version on APPL_TOP per Patch Impact Analysis: 120.4

Version on Patch per Patch Impact Analysis: 120.4.12020000.2

Oracle usually provides patch with all dependent files and we ended up getting a 12 MB zip file even though one file is modified for fixing the issue and per Patch Impact Analysis it's modifying around 300+ files.
