Is it possible to generate PM work orders based solely on actual meter readings?

Is it possible for PM work orders to be generated based solely on actual meter readings? i.e. vehicle maintenance every 5000 miles not using rate per day, which varies.

If so, I need to know how to set up the following to accomplish it.

Meter: rate per day, number of past readings, and should initial reading have a value?

PM Schedule: Scheduling Options- use Base Meter or Date?,

I have researched on MOS and MOSC and found conflicting solutions.
