Adding customer notes to accounts for reps to view

Is there any place under customer page where we can add notes and when the sales rep tries to place an order they can see the notes during order creation (I mean in order organizer when they create a new order)

For example we dont want to use a specific card or an item for that customer we would like to add a note saying that not to use the card under the customer set up page  and as soon as the sales rep tries to create an order the message should show saying that we should not use the card or what ever text we type in the notes. Please advise. Thank you!
