Prevent cost simulation / freeze

Hi,

We are currently running 9.1 tools and applications.  I wanted to know if there's a way to prevent an item from getting its cost frozen if one of the components is missing a cost.  We have cases where new lower level components had not been costed yet and as such the frozen cost for the finished good is incorrect.
