Rate basis - Destination Distance to the Previous Stop (if any) is not working as expected

Problem Statement: In OTM per our contract with Service Provider we only need to apply fuel surcharge on US miles for shipment from MEX to USA. In order to accomplish this we have itinerary which inserts Interim Point on shipment and we have setup necessary fuel Rate Factor, Rate Factor Rule, Accessorial and Accessorial Cost ID to apply surcharge on US miles only. After processing Rate Factor OTM does apply Accessorial and Accessorial Cost to Rate Offering as expected. However, during shipment building (bulk planning) it does not apply this fuel surcharge to Shipment.

OTM Logs indicates it finds the appropriate distance to apply the fuel surcharge but it does not apply.
