Why do start and stop VM jobs never seem to complete?

NEWB:  When I start or stop a VM in OVM 3.3.1.1065 the job spawns child jobs that never seem to complete.  Aborting them forces the job to complete and sometimes it ends in the state I wanted.  If I tried to start a VM and then abort the job it may end up in a "running" state.  Unfortunately I won't be able to connect to the VM and receive "error 2" in the console but no more descriptive error than that.
