Assigning Hard committed Items to a License Plate

Is it possible to assign hard committed item/lots to a License Plate under any circumstance?

For Work Order Completions, we are displaying P46L30 screen to manually build the completion quantities onto  License Plates and committing the completion quantity to the related sales order.  This works great however, if we do not display P46L30 the commitments are updated on the sales order and we can no longer add these items to a License Plate.
