How to use Sequence field in Transportation Preferences

Client is preparing to go live on Transportation, and plans to use the P40333 - Carrier Preference Profiles functionality.  They loaded records to this table using a file update facility.  The records were loaded with values of 1,2, 3, and so on, in the Sequence Number (OSEQ) field.  The values in these records go up to 9,999, and then they start repeating.  Thus, the file has about 12,000 records,  with about 1,200 records with a value of '9999' in the OSEQ field.  Now, when I go into the P40333 application, I cannot make any changes to the values in these
