When trying to distribute the global worksheet in PSB we received "You cannot unfreeze the current worksheet because the parent worksheet has been frozen."

This occurs on PSBDWS.

Does anyone know how we can get past this error? The global worksheet (the one we are distributing is not frozen and it does not have a parent worksheet).
Please advise.
