J2EE Web Services not displaying in Enterprise Manager 12.1.x

I have a number of J2EE Web Services deployed in Oracle WebLogic. They are deployed and visible in the console but when I view them in Enterprise Manager they are not shown on the Oracle WebLogic targets. I am not sure what to do to make them appear. Any suggestions?
