Manage Validations is disabled for a country

Need your inputs. We have a country when queried has Manage Validations Disabled under Geography Hierarchy: Countries

I have copied the Structure from US and then ran the Geography Name Referencing Program, Im still finding the Structure as not defined and the validations disabled.

Please advise how we can fix this
