Oracle Payable Projected Withholding Tax is not in the ap_awt_temp_distributions_all table

We are trying to esablish a new process for our tax department. below is our withholding setup at the payable option level.

• Use Withholding Tax
• Withholding Amount Tax basis: Include discount amt
• Apply Withholding Tax at the payment time
• Create withholding Invoice at payment time 

Everything works as expected when the invoice is entered in the system and paid. When the invoice is entered and validated it creates the projected withholding tax amount and it shows correctly in the form (form is in the Tools>Projected Withholding Tax). One of our report is depending on this projected withholding tax amt to show the correct invoices with the correct withholding tax amount. i am using AP_AWT_TEMP_DISTRIBUTIONS_ALL to get the proejcted withholding tax amt but, nothing is in this table. i thought this is the table is connected to this projected withholding tax amount form.
