ORA-21780 encountered when generating server alert SMG-3503

We just started receiving these errors on an 10.2.0.4 instance. Has anyone seen this? The messages don't correspond with anything in trace files or with user connections. Oracle doc 1428693.1 says they can be ignored, but something must have caused them all of the sudden, and they're filling the alert log. I also have an SR open but I thought I'd see if anyone had a solution.
