How to install a BI Publisher using software only Install

I am trying to install a BIP instance in a new SANDBOX environment with a Windows 2008 R2 server operating system. After making some research on the knowledge base it has become apparent that we need to install the BIP 11.1.1.7 version for our Siebel 8.1.1.10 server running on IIS 7 Web Server. Oracle certification document states that we will have to adopt the software only install method if we have to go with WebLogic (WLS) Server  10.3.6.0.0 to use the IIS 7 webserver. The default for the Enterprise Installation installs the WLS 10.3.5 version which does not support IIS
