AGIS transactions issue in R12

Hi,

Below error found in "Intercompany Import Program" log file. When checking the customer profile, there was couple of inactive site. We re activated it, and the also the association is in place for that customer. But still we getting below error. Could you please advise and help to fix the below error.

  FPG786-0515-10 1 25-MAY-15 The intercompany transaction requires an invoice and the recipient organization 905140 MSCZSRO CZ does not have a customer association with the initiator organization 908990 ZEBRA UK. Legal entity,  customer, and site association for recipient organization 905140 MSCZSRO CZ does not exist.
