Restriction on Receipt Form

Hello,

Can we do restriction on Receipt form for Particular User. For Example. ABC user is entering MIS Activity receipt, Now system will allow him to enter only Mis activity Receipts and if he want to query any receipt, he just see mis activity receipt only.\
