Rebate by date

Hi,

I have a requirement as follows,

The customer will order CANs for a span of three years 2014 - 2016, in 2017 March a credit note is issued to the customer for the below rebate condition.

If customer has ordered 900 million CAN in this three years, then the rebate has to be given for the CAN's that was purchased in 2014 (1st year) alone. This is the contract between client and customer, can you help me understand how this can be achieved using rebate adjustment.
