Restrict LOV when reassigning notification

hi,

when reassigning a notification i am able to select out of a LOV with various items.

I only want to reassign to EMPLOYEES.

How do I restrict the list?

In addition,

when selecting employees, i also see our candidates, applicants, of course i dont want to have them in my search, is this a bug , or a personalisation/setup?
