Project Budget

Question on Projects Budgeting and Forecasting:

I have an urgent requirement as below:

In an environment where there exists a Projects Organisation hierarchy:

I am looking to report project budgets rolled up for each project organisation - up to the top most organisation in the hierarchy. Is there any standard way of doing this?
