Configuring Oracle forms a Report 11g r2

Hello

I  have been  failing  configuring  Oracle forms and  reports  R2; below is  what  I have  done  (windows  2008 R@  server  =  swa78webld01) I installed  weblogic 10.3.6 version.

1.  Install and not    configure.middleware  home = \Oracle\MiddlewareforFormsandReports

2.  I  run config.cmd  script   my  oracle  instance   folder is   \Oracle\Oracle_Instances\FR_Instances, my  domain folder  is   \Oracle\Domains\FR_Domain

3. The  configuration  fails  when starting report instance      RptSvr_SWA78WEBLD01_FR_instanc

Any time it  fails I  deinstall  Oracle home ,  remove  web logic  domain   and  reinstall  and   rerun  config  but I experience the  same error, I wonder if  any  one  could me  help  me to figure out  what  cause  this issue.
