Oracle Enterprise Manager Cloud Control 12.1.0.4 Installation problem on Windows Server 12

The installation of Oracle Enterprise Manager Cloud Control Management 12.1.0.4 on a Windows Server 2012 crashes with no obvious reason when available updates are downloaded.

A first attempt to install the software without loading any of the available updates was working without problems. The Cloud Management was working and I was able to set up a small test environment.

Anyhow I was not able to discover Golden Gate processes running on the managed hosts so I decided to try once again the installation and load the available updates. the documentation says that these updates need to be installed during the initial installation and not later.
