Oracle Diagnostic Tool role has become inactive

We have a couple of test environments that have had the RPC2 patches applied. Users who have the Oracle Diagnostics Tool responsibility assigned can no longer see it in these 2 environments. When I go onto user management and query for the user, I select Active Role Assignments and it displays Oracle Diagnostics Tool as active but has a red 'stop' icon beside it indicating that it is an inactive role. Any idea why htis has happened in our patch environments?
