Transfer Orders using fulfillment

What set up is required to activate fulfillment for the ST OT process, I have added the document type ST into the advanced preference type 41 with the preference schedule is in the PO or the P4210.

I have set it up exactly as a SO order that is working but i cannot get the ST lines go into fulfillment ?
