Scenario to test shipping methods in ASCP

We were trying to simulate a case where a particular item is bought from a supplier and the supplier user 2 modes of ship method (Air and road). The default shipping method would be road and if the order is at risk, then the ship method should change to air and fulfil the demand. 

Could someone kindly let us know how do we go about this simulation?
