How to withhold $2 per week (or $4 per bw) for CSF (city service fee) for the City of Charleston, WV

Just informed that we need to withhold $2 per week City Service Fee ('CSF')  (or $4 for us since we are bi-weekly payroll) from employees who regularly report to work at a physical location, or work from home within the city of Charleston, WV.  Anyone out there put this in e1 yet?  I like to know I can put this in e1.  We use the Tax Area - no GeoCoder.  Thanks much!!!
