Special character issue with applet title - IP2014

Hi - Siebel Open UI currently displaying special character "&" or "Apostrophe" as ASCII representation in the Applet Title.  We have seen this issue even with Vanilla IP-2014 with Chrome Browser.

Can anyone please suggest any workaround/solution to this behavior.
