Tax content upload says tax rate has already been ended... but it's not

In 12.1.3, I ran the e-Business Tax Content Upload request set, and the output of the E-Business Tax Content Upload Process Data Program states "The COUNTY Sales tax rate record for state: 14, county: 119, city: 9 has already been ended by user."  There are 7 jurisdictions with this error.  When I looked up the tax rates for these jurisdictions in the front end, none of them had actually been end-dated.  Why did I receive this message?
