P17732 - Work Center Rates have not been defined

In P17732 we are adding a routing for a particular item.  We have established labour rates for each work center and have defined a number of Cost Component values for the simulated costs (09-Actual).  When we try to add any routing step, with or without the cost component, we are getting a message that the Work Center rates have not been defined.

The Work Center exists in P3006

The Cost Components are set up as simulated for 09 as follows:
