Is there any way to restrict voucher entry (P0411) by address book search type?

We are implementing an AP automation project for trade AP vendors and want to restrict entry for the V search type Vendors.  However we also require payments to be entered for non-trade vendors, like employees for expenses.  Is there any way to restrict the Voucher Entry so that V type address records cannot be entered for but can still be inquired on?
