When I try to launch Siebel Tools, I get an error message - Siebedev.exe is not a valid win32 applic

I am preparing the Siebel server box for IRM upgrade. We upgraded the Siebel Tools client from 8.1.1.10 to 8.1.1.14. The upgrade was successful but when I try to launch Siebel Tools, I get an error message - Siebedev.exe is not a valid win32 application. Could you please advice? I am trying to install this on the Siebel server to kick off the upgrade.   Thanks  Vinay
