BIP localization files upload fails from Siebel

We're running Siebel 8224p3 with BIP on top of Weblogic 10.3.6.0 (everything running on top of AIX 7.1) with following problem. When I try to upload updated templates from Siebel (Admin - BIP Reports -> Standard Templates) the xliff files do not end up on BIP server while the .rtf template files do.

After hitting the Upload Files button I checked the <siebsrvr>\xmlp\ directory and the correct files can be found under the xliff sub-directory. So this far everything looks good. But When I browse the BIP server <report name>.xdo directory under SiebelCRMReports there are only two files - the template rtf and _report.xdo.
