What determines the earliest budget period in a project budget?

When we try to enter budget amounts in periods before the start date of the project task, it is possible for Approved Cost Budgets but it is not possible for Approved Revenue Budgets.

Is this intended behaviour?  Can we change this so that we can hav it the same for Approved Cost Budgets as well Approved Revenue Budgets?
