Install-Upgrade process

Hi All

We have 8.97/8.11 sp1 implementation on Windows 2003. I am tasked to install 9.1  on a separate Windows 2012 & AIX servers and upgrade to 9.1.I am good in installation and configuration, so this will not be an issue.

I'm looking for some guidance on Install-Upgrade process. Here after competing installation for 9.1 ,do I need to run the plan for Installation and verify all installation is working or not.

Or Can i directly run the plan for Upgrade after installation ?  and this plan can populate my standard path codes and complete this upgrade for Development.
