No Working budget version

We are attempting to modify an existing project budget and when we attempt to baseline the budget, we are getting an error message saying "There is no Working budget version for the given Project and Budget Type"  There was a working budget because we have spent $56K against the project/award combination.  How do I determine what the error is?
