9.0 - EX_BCHK_ALL - Not selecting Expense Sheets for Budget Checking

Running the EX_BCHK_ALL process to budget check expense reports runs to success - but the report isn't budget checked.  The KK_PROC_STATUS = "N".  The temp tables are clear.

Has anyone had this issue.  There's a record in the KK_SOURCE_HDR for the transaction but that's it.
