archive logs rejected by host...

I'm facing transport issue with our Data Guard setup. We have 3 node RAC primary and 2 standby databases configured. One standby is at the same site where Primary sits and other standby is in remote location. We are facing issue with the remote standby, where the archive logs are not getting applied and application sessions count increases when the redo transport is enabled. we suspected that it could be due bug 13851769 as the behavior observed was exactly the same and the database is 11.2.0.4 with (Jan'15 PSU applied). We applied the fix for bug 13851769 but did not help. We noticed high log file sync wait event when the redo transport was enabled to remote standby.
