General Ledger Budgets-Actual Vs budgets-Approval hierarchy

Hi,

Please can you adivse on the below queries,

1-Why in oracle users are able to post a budget journal to a closed period? how it works?

2-once u post a budget journal, which screen/form and reports you use to compare acutal vs budgets?is it by period or full budget yr(s)?

3-If i want to have approval hierarchy for journals/budget journals, what option i have and how it works, are there any limitatons? Do approver receive notification?
