Creating a new attribute for AME rule in iPro

Hi, we are trying to create a rule to route all requisitions for a specific supplier to a designated approver.  We want this because we are creating an external catalog but dont' have a way to lock down the catalog to a group of users. I tried to create an attribute with the following characteristics.

Name: Supplier

Item Class: Line Item

Data type: String

Value Set: AP_SRS_SUPPLIER_NAME

Usage Type: Static

Value: ABC Company   ( copied and pasted right from the Suppler Master)

When I press Apply to create this Attribute, I receive the error "Ensure you enter a unique attribute name.".   We dont' have any other attributes with this name (or a supplier name) so i dont' know what the issue is. I tried to follow the AME Implementation guide but not sure what the issue is.  Can you help?
