Sales Order and Line Type "W": change when WO created

We are looking at using the "W" line type in our SO processes, but do not like the idea of having a WO created at SO entry. We have too many SO's with varying ship dates and having all of the open WO's int he system can and will cause problems.

Is there any way to use the "W" line type and also create a process step that will create the associated WO on demand (i.e. run batch program to create WO when ready to make item)?

I can see the validity of the way it works out of the box for a pure job shop, but we work slightly different. We have longer lead times and can take orders months before an order is due. Managing these WO's the way it is designed out of the box would create hundreds of open WO's.
