Employee Assignment W08EAC Form

When entering employee records one at a time, I can get through the entire hiring process but I am not presented with the Employee Assignment  W08EAC Form.  This form is used to update position and requisition information.  I checked under the HRM foundation setup and it is checked to present this form.  I can fastpath to P08EA but that doesn’t help with this process.

 

Does anyone have an idea on how to configure or troubleshoot this issue?
