The scenario is like this..

SALES entity ( Legal Entity1) books a sales order...MFG Org ( Legal Entity2) will fulfill the sales order by creating a work order and complete it..

Once completed, the material should be moved to SALES Org ( Legal Entity1) so that it can be shipped from SALES Org.

How should the Org / OU structure be modeled so that the sales order booked by LE1 can be fulfilled seamlessly by LE2 with out any overheads.
