Position Transactions

Good morning.  I am new to Position Controls and we are on 12.1.3 RU 6.  I can see that a previous position was created in the Position -> Description form.  However, when I go to Position Transactions I can not see this position and we are unable to choose it on the Assignment form.  Does this mean that I need to create the position in the Position Transactions form and route it for approval before it can be used?  Any guidance would be greatly appreciated.  Thank you.
