Basis Roles to access Financial Reports

What are the basic roles required to access the Financial Reporting.Below are my requirement.

1.Access "Explorer" module in Workspace and Navigate to FR report.

2.Access and Open  Financial Reporting Folders and Reports and view data

Issue - My Financial Reporting folders are not set with any security filters.However when a users is not granted to "Content Manager" role for Reporting & Analysis he is getting "Permission not granted to root folder" and unable to see Explorer module in workspace and open FR reports.

My understanding is Explorer & Viewer roles should allow the user to to see Explorer module in workspace and open FR reports.But any one who is not granted to "Content Manager " Role are not able to see Explorer module in workspace and open FR reports.
